On Wednesday 21 December 2022 at 1400 hours, DSI Director-General Mr. Triyarith Temahivong held a meeting with Mr. Ruangsak Suwaree, Director-General of Rights and Liberties Protection Department (RLPD) and RLPD officers to discuss the enforcement of Prevention and Suppression of Torture and Enforced Disappearance Act B.E.2565 (2022). Also joining the meeting from DSI were Director of Security Crime Bureau Mr. Thawewat Surasit, Director of Special Operations Bureau Police Major Jatupol Bongkochmas, and DSI officers from relevant bureaus.
On this occasion, DSI and RLPD discussed the formulation of regulations and operating procedures in relation to the enforcement of the Act, including audiovisual recording while performing duties, prosecuting, making arrest or informing of the charges. In making necessary arrangements for enforcing the law, DSI has established 2 specialized investigation units exclusively tasked with investigating torture and enforced disappearance and a special working group on the implementation of the Act. Compliance-wise, DSI has prepared a draft regulation governing the operating procedures according to the Act, and also considered including the offences under Prevention and Suppression of Torture and Enforced Disappearance Act B.E.2565 (2022) into the list of offences to be investigated under the Special Case Investigation Act B.E. 2547 (2004).
