Mr. Triyarith Temahivong (the Director-General of the DSI) related the report on a marked impact on work of the DSI notified in the meeting of the executives of the DSI on May 12, 2022 that the officers of the DSI contacted people to meet and give their statements about a special case, but the contacted people misunderstood that such phone calls were from call center gangs making the officers to spend much time for understandings. Later, on May 13, 2022, (an official holiday called the Royal Ploughing Ceremony) many injured persons/victims deceived by call center gangs came to the DSI as they believed in deceptive speech of call center gangs. Besides, some injured persons made financial transactions by transferring their money to the bank accounts of the culprits causing them to lose a large amount of money.
The DSI, therefore, wished to clarify the working procedures of its officers once again as follows.
1. The officers of the DSI definitely would neither contact people by phone calls to ask for their information nor notify them to make financial transactions or transfer their money.
2. In fact, for their actual work practice, the officers would firstly send an official letter to people by notifying the reason and schedule of the meeting at the DSI or other government agency during official working days and hours. For the contact from call center gangs, it was unlikely and would be difficult for them to prepare and send the said letter to people in advance since it would waste their time. Mostly, call center gangs chose phone numbers at random without address information of the contacted people.
Therefore, in case of there was a person falsely claiming to be the officer of the DSI, the public should ask the person about the letter that should be sent to them first in order to check whether it was a phone call from the real officer or not. The culprit would be likely to not have the said letter. In the case that the public had suspicion about whether the letter received was the official letter sent from the DSI or not, the public could contact the DSI via its Hotline 1202, free calls throughout the country, during working days and hours. The public relations officer would transfer his/her call to the officer responsible for the mentioned letter for directly inspecting.
The Director-General of the DSI assigned the Technology Innovation Center for Investigation and Inquiry of Special Cases to create the retrospective inspection system in the form of QR Code and insert it into official documents sent from the DSI to people or government agencies in order to enable them to scan and check the document with its original recorded in the system of the DSI. “QR Code will not only minimize the possibility of using official documents of the DSI to deceive people by the culprit, but also build the credibility of the work performance of the DSI’s officers according to the vision of the DSI for being a prominent organization conducting investigations that meet international standards and attaining public confidence in its ability to equitably enforce laws”, stated Mr. Triyarith Temahivong. After the completion of the QR Code system development, it would be publicized officially once again.
The DSI warned Thai people as the members of call center gangs and the stooges to deceive Thai people for foreign gangs to stop such acts because the injured persons might be members of his/her families. He/She might be prosecuted and his/her properties might be seized.
