individuals and those facing registration status issues

On Monday, March 10, 2025, at 8:30 AM, Police Major Yutthana Praedam, Director-General of the Department of Special Investigation (DSI), signed a Memorandum of Understanding (MOU) on assisting individuals with registration status issues and stateless persons. The agreement was made in collaboration with 6 other agencies: the Rights and Liberties Protection Department, the Department of Juvenile Observation and Protection, the Central Institute of Forensic Science, the Department of Provincial Administration, the Office of the Basic Education Commission, and the Bangkok Metropolitan Administration. The signing of the MOU took place at the Ministry of Justice’s conference room 10-09 (Auditorium), 10th floor, Ministry of Justice Building.
This MOU aims to enhance cooperation among the 7 agencies in integrating efforts to support individuals facing registration status issues and stateless persons. The objective is to provide them with access to justice in the process of obtaining legal registration status or citizenship. Additionally, the initiative seeks to protect their rights, improve their quality of life, uphold human dignity, promote a human rights-respecting society, reduce social disparities, and ensure fairness in society.
DSI has been actively working on resolving issues related to stateless individuals through the implementation of a project to promote fairness in human rights and community rights in line with the policy of the Minister of Justice. This initiative involves collaboration with the Department of Provincial Administration, the Central Institute of Forensic Science, the Rights and Liberties Protection Department, the Department of Juvenile Observation and Protection, the United Nations High Commissioner for Refugees (UNHCR), and civil society organizations. The approach includes the development of a screening process and the use of innovative database systems to minimize errors in evaluations before conducting interviews and DNA testing. Since 2021, DSI has verified the status of 7,409 individuals without legal registration to date.
