published: 16/2/2560 7:42:45 updated: 16/2/2560 7:42:45 2056 views THWhereas, it appears that certain individuals or groups of individuals commit criminal offences affecting the peace and order of the society and the nation, which leads to a warrant issued under the Criminal Procedure Code, but fail to comply with the warrant issued by an inquiry official or senior administrative or police official or the court, as the case may be. It is compounded by obstruction, cover-up, concealment as well as blockage to prevent officials from performing their duties. Such attempts have been expansive in area or with people gathering or assembling in large number, to the extent that causes concern over the possibility of unfortunate incidents, thereby rendering law enforcement ineffective and harming public peace and order. It is therefore necessary to impose measures to vest the power to exert control over the area on a temporary and as-needed basis in order to ensure efficient law enforcement on the part of the criminal justice system, to maintain pubic peace and order, and to safeguard public life and property.
