Mr. Wissanu Krea-ngam chaired BSC Meeting No. 2/2566,
paid inspection visit to DSI

 

        On June 14, 2023 at 09:00 a.m., at the meeting room no.1, 1st floor of the DSI headquarters on Chaeng Watthana Road, Bangkok, there was the meeting no. 2/2566 of the Board of Special Case (BSC), chaired by Deputy Prime Minister and Acting Minister of Justice Mr. Wissanu Krea-ngam, and attended by Permanent Secretary of the Ministry of Justice Ms. Phongsaward Guyaroonsuith, Deputy Permanent Secretary of the Ministry of Justice Ms. Aranya Tongnumtago and Director General of Department of Special Investigation Police Major Suriya Singhakamol, as the member and the secretary of the BSC as well as 17 high-level board members.

           The key outcomes of the meeting are as follows:

             1. The meeting resolved to improve the Special Case Investigation Course by extending the training period for the training module on the use of technology in the investigation of special cases and adding a module on the investigation into offenses related to information technology in order to keep up with current situations.

        2. The meeting agreed to seek the Cabinet’s approval to issue a Ministerial Regulation Prescribing Additional Special Cases under section 21 paragraph one (1) of the Special Case Investigation Act, (No. ..) B.E. …., to include as Special Case offences additional criminal offences under the following 3 laws: law on digital asset business, law on derivatives, and law on cyber crime prevention and suppression.

            3. The meeting approved anti-pyramid scheme measures, which focus on the confiscation and sharing of seized assets among victims in parallel with criminal proceedings, and push forward the concrete implementation of the National Agenda on combating pyramid schemes, with administrative and police authorities playing more active roles in prevention and suppression.

          4. The meeting resolved that the following criminal case is to be investigated as special case under section 21 paragraph one (2) of the Special Case Investigation Act, B.E. 2547 (2004):

          The 10 February 2021 fatal shooting of a Deputy Leader of the Band Platoon, 210th Military District, at Phrayodmueangkwang Camp in Kuruku Sub-district, Muang District, Nakhon Phanom Province, which might constitute criminal offenses under Sections 288 and 289 of the Penal Code.

 

        After the meeting had been finished, Deputy Prime Minister and Acting Minister of Justice Mr. Wissanu Krea-ngam and board members followed up work performance of the DSI, visited the Special Case Command & Control Center as well as observed the simulation of special operations and tactical exercise. Upon the mentioned visit, the Deputy Prime Minister and Acting Minister of Justice Mr. Wissanu Krea-ngam gave policy and orders regarding the operational guidelines as follows:

      1. To coordinate with Professor Dr. Thosaporn Sirisumphand on structural adjustments and appropriate manpower planning (to expand structure and manpower) in order to be prepared for missions under new laws and changing circumstances

          2. To consider increasing the number of government employee, in order to match the workload of core and support missions, both central and provincial authorities

       3. To study the designation of an advisory (Level 10) position of the Department of Special Investigation, similar to the Office of the Narcotics Control Board

          4. To study the form, means and effect that may occur from the entry into force (Draft) Criminal Investigation Act, B.E. …., in case that the Act comes into force in the future

        As for items no. 1-2-3, the coordination with the Ministry of Justice needs to be done in order to set the process in line with the specified period and guidelines.

 

The visit was completed at 12.20 p.m.
