On Friday, October 29, 2021, at 10.30 a.m., the DSI held a press conference to announce “Work Performance In A Month” attended by Mr. Triyarith Temahivong (Director-General), accompany by his 3 Deputies Director-General Police Lieutenant Colonel Supat Thamthanarug, Police Colonel Akarapol Punyopashtambha (the spokesperson of the DSI), and Police Major Yuthana Praedam, and Police Major Worranan Srilum (Special Case Expert as the deputy spokesperson).
Mr. Temahivong says he has driven 3 important works since holding office as the Director-General of the DSI, namely, the special case investigation/inquiry/ suppression, the integration with key agencies, and the standard operating procedure with control, evaluation, acceleration of work to meet the standards within the determined time as it will improve efficiency in special case control and generate harmony in society as the following details.
1. Special Case Investigation/Unquiry/Suppression
- The Intellectual Property Crime Bureau joined forces to simultaneously search 3 major locations in Pathum Thani Province (1 location) and Rayong Province (2 locations) in the case of illegal sale of beddings that infringes trademarks of Louis Vuitton, Gucci, Chanel, Liverpool Football Club, Chelsea Football Club, etc., on Thursday, October 28, 2021, with seized exhibits worth over 70 million baht.
- The Regional Operation Bureau joined forces with the military and the police to search the Phra Yot Mueang Khwang Military Camp in Nakhon Phanom Province for evidence of the murder of Lieutenant Rungchaloem Phansawat (known as Lieutenant Ball), after the DSI received the complaint letter on February 19, 2021.
- Deputy Director-General Police Major Yuthana Praedam and the special case inquiry team traveled to the areas to further seize the properties of the former implementation committee of the Railway Club’s Saving and Credit Co.Op. in 5 provinces on Monday, October 25 and Tuesday, October 26, 2021 and could protect the state from damage worth 214 million baht.
- The Special Case Operation Center Reion 9 joined forces with the local police to seize a massive quantity of marijuana worth over 10 million baht on Wednesday, October 13, 2021, and then further seized 1 tonne of compressed marijuana worth over 50 million baht on Saturday, October 16, 2021. The seized compressed marijuana valued at 60 million baht in total.
- The Southern Border Provinces Operation Center teamed up and integrated its work with the Royal Forest Department, the Internal Security Operations Command Region 4, and other related agencies to inspect a sawmill in Yala Province, and the hill and mountain areas in Narathiwat Province where illegal logging of restricted trees by employing unlawful title documents were found, on October 14-15, 2021. The value of damage considered from the number of big restricted trees and the land deeds issued in the state forest areas is 1,000 million baht in total.
- The Southern Border Provinces Operation Center joined forces with the Excise Department and related agencies to raid and search 4 shops illegally selling foreign cigarettes and their storehouse behind the shops in Pattani Province on Thursday, October 14, 2021. The search uncovered 25,906 packs of exhibited cigarettes required to pay fines over 20 million baht, while 4 suspects were arrested.
- The Special Case Operation Center Region 6 arrested Chor.Lek Sukhothai and his group, and seized over 2 million baht worth of exhibits, on Wednesday, October 13, 2021.
2. Integration with key agencies and networks
The integration with key agencies and networks for close cooperation, database utilization and joint training, was by means of visiting executives of related agencies by high executives of the DSI and assigning representatives of the DSI to meet and discuss with the executives of various agencies, namely, the Director-General of the Revenue Department, the Director-General of the Land Transport, the Director-General of the Customs Department, the Director-General of the Department of Lands, the Director-General of the Excise Department, the Attorney-General, the Director of the Central Institute of Forensic Science, the Director of the Internal Security Operations Command in Pattani Province. Besides, there were press conferences on the raid to arrest human trafficking gang with the Anti-Trafficking in Persons Division of the Department of Provincial Administration, the Ministry of Social Development and Human Security, and the Operation Underground Railroad (O.U.R.). The DSI executives also welcomed foreign representatives paying courtesy visits to the DSI, namely, the Spanish Home Affairs Attaché, the representatives of the oversea DSI Stations Networks, etc.
3. The DSI is hastening to amend its laws and produce its standard of investigation/inquiry operation manuals. The meeting of the working group for revising subordinate legislation relating to special case proceedings held on October 26, 2021 was to consider 2 significant issues, namely, the production of the Board of Special Case’ Regulation on the Special Case Related Performance B.E…. to designate the inquiry officials responsible for making opinions about cases in each hierarchical level for decentralization, and the production of other required stipulations for setting preformance standards and reviewing the laws and details of the offences appropriately regarded as special cases suitable for currently changing situations.
