DSI informed injured persons deceived by Concept Series Company Limited to make complaints and denunciations in the special case no. 63/2564

       This case the DSI accepted the complaint by people about the Concept Series Company Limited and others jointly convincing people to invest in the space rental service on the CLOUD Storage for application creators around the world with technology of Storage Block by offering the return to the investors at the rate higher than the loan interest rate of financial institutions, misleading people to make huge investment. But, later on, the said company cannot pay the return to the investors as promised making the suffered people as the injured persons.

       Mr. Triyarith Temahivong (the Director-General of the DSI) therefore ordered his Deputy Director-General Police Lieutenant Colonel Phayao Thongsen (overseeing Illegal Financial Business Crime Bureau) to assign the Illegal Financial Business Crime Bureau to urgently investigate the said case. Investigations revealed the actions of the Concept Series Company Limited and others are likely to be an offence according to the Emergency Decree on Loans of Money Amounting to Public Cheating and Fraud B.E. 2527 (1984). The circumstance of crime commission is complicated with serious effect upon public order or morals, and the country’s economy regarded as a criminal offence with its nature as a special case subject to Section 21, paragraph one (1) (a), (b) of the Special Case Investigation Act, B.E. 2547 (2004) and the Notification of the Board of Special Case (No.7) B.E. 2562 (2019) on Determination of the Nature of Crime Regarded as the Special Case under Section 21 Paragraph One (1) of the Special Case Investigation Act, B.E. 2547 (2004). The Director-General of the DSI issued the order to conduct inquiry into the said case as a special case (the special case no. 63/2564).

       The DSI wishes to inform the injured persons suffered from the acts of Concept Series Company Limited and others to make complaints and denunciations, and file their petitions to the special case inquiry officials for prosecutions against the offenders. For cases under inquiry by the case officers of the Royal Thai Police, the DSI will submit its letter asking for the inquiry files for its further action. For the injured person previously instituting a case to the Court of Justice, he/she can still proceed with a course of action. If the said injured person wants to file his/her case to the special case inquiry officials for their inquiry, he/she can do so at first by making complaints, denunciations, and filing the case to the special case inquiry officials. Then he/she must file the application for withdrawal of case to the Court of Justice by detailing the reason of withdrawal that “to make complaints, denunciations, and file a case to the special case inquiry officers for prosecutions against the offenders until a case is final.”
