On 26 June 2023, DSI Director General Police Major Suriya Singhakamol assigned officers from the Bureau of Security Crime to participate in the “Safe in Custody School” training program, organized on the occasion of the International Day in Support of Victims of Torture by the National Human Rights Commission in conjunction with the Cross Cultural Foundation and Association for the Prevention of Torture, at Learning Studio, Thailand Institute of Justice.
Mr. Jirat Thongphiew, Head of the Division of Torture and Enforced Disappearances Investigation 1, and Ms. Pimolphan choorat, Acting Senior Special Case Official and Head of the Anti-Torture and Enforced Disappearances Coordination Center, was assigned by Mr. Thawewat Surasit to participate in the training program and deliver a presentation on the topic 'The Role of the DSI under the Prevention and Suppression of Torture and Enforced Disappearance Act, B.E. 2565 (2022) and the Reporting of Incidents under Section 29'. The presentation covered the following details:
- Establishing internal units, namely 'The Division of Torture and Enforced Disappearances Investigation 1-2' and 'The Anti-Torture and Enforced Disappearances Coordination Center' under the Bureau of Security Crime, with an aim to support the execution of duties according to the aforementioned act
- Issuing internal guidelines to prepare for the enforcement of the Act by announcing the implementation guidelines, the form for accepting complaints, and notifying the results of the Constitutional Court's decision
- Conducting training programs for personnel working at the DSI headquarters, regional operations centers 1-9, and the southern border provinces center. The training program will consist of 3 sessions. The first session will cover the background, intent of the law, and the roles of government officials. The second session will focus on the scope of the law and the responsibilities according to the aforementioned act. The third session will cover the guidelines for compliance with the act and the system for notifying detentions and the procedures for detaining under Sections 22-23. These training programs are scheduled to take place at the end of June 2023
- Adding the subject content of the aforementioned act to the DSI’s core training courses, including the training courses for special case officers and special case inquiry officials
- Creating public relations media, including animations and infographics, to enhance officers' understanding
- Providing officers with video and audio recording equipment when the law comes into effect. The DSI has ordered the preparation of equipment for the officers. If there is a lack or inadequacy of equipment, they will coordinate with the Bureau of Technology and Information Inspection Center to request support and obtain equipment to support the mission
- Conducting internal meetings within DSI to drive forward the mission and follow up on the progress of implementing the act consistently
