DSI prioritized corruption suppression in the case of corruption in procurement of fire and rescue trucks for high buildings of Rachathewa Subdistrict Administrative Organization as common achievement of government sector

 

 

       From the media, the National Anti-Corruption Commission passed its resolution pointing out grounds for guilt of related persons in the offence of malfeasance in office pursuant to Criminal Code, and prepared to submit the case to the General Attorney for consideration of charges, after inspecting corruption in procurement of fire and rescue trucks for high buildings by the Rachathewa Subdistrict Administrative Organization, Samut Prakan Province, valued at almost 40 million baht and finding the said trucks’ quality not of international standards and the value of each truck not exceeding 10 million baht.

       This case resulted from the public had filed complaints to the DSI requesting inspection of the procurement of fire and rescue trucks for high buildings by Subdistrict Administrative Organizations in 8 areas of Prachuap Khiri Khan, Samut Prakan, Chonburi, and Phra NaKhon Sri Ayutthaya provinces supplied by the same supplier who won the competitive bidding but neither presented or distributed brand-name products with standards for fire-fighting and rescue. The offered and sold products to Subdistrict Administrative Organizations are the self-produced products (automatic ladder sets) or the products modified from second-hand products, especially the water tower with ladder set, the modified second-hand industrial crane set not designed for fire-fighting and rescue work. The DSI accepted the case for investigation by its Bureau of Crime Relating to Submission of Bids to Government Agencies (the then Bureau of Special Crime 2). Investigations revealed the ground of crime commission. Therefore, the DSI accepted the case as its 8 special cases (nos.179/2555 and 186/2555). The special case no.184/2555 is the case of the Rachathewa Subdistrict Administrative Organization. Due to the offence of malfeasance in office is under the authority of National Anti-Corruption Commission (NACC), the DSI submitted all cases to the NACC for further inquiry pursuant to the Organic Act on Counter Corruption and leading to the pointing out of grounds for the foresaid offences.

       The DSI has determined to prevent and suppress corruption and misconduct and commission of crime relating to the submission of bids to government agencies under its authority and duty, and also dedicated its resources and integrated its working related to the foresaid matter with government and private sectors as well as the civil society for efficiency in protecting the interests of the country and the public. So if the public have information or clues to crime relating to the submission of bids to government agencies, please submit to the Department of Special Investigation at No.128 Chaengwatthana Rd, Thung Song Hong Subdistrict, Lak Si District, Bangkok, or its Call Center 1202 (Free Call National-Wide), the DSI will kept the whistleblower’s information confidential.
