On June 29, 2021, the Director-General of DSI Pol.Lt.Col. Korrawat Panprapakorn assigned his Deputy Director-General Pol.Lt.Col. Pakorn Sucheevakul and the special case inquiry official team responsible for the special case no.3/2564 (this case the Government Lottery Office complained and denounced the actions of persons falsely claiming its name for luring the public to believe that the Government Lottery Office gives the lottery prize numbers causing damage to the public) to arrest Mr. Jaturong Ngamlertsirichai, (the alleged offender in the special case no.3/2564 subject to the criminal court arrest warrant no.981/2564 dated June 23 2021) in the offence of public cheating and fraud and the offence under the Computer – Related Crime Act, B.E. 2550 (2007) and its amendment, and to search the alleged offender’s house in the area of Phuttamonthon Sai 4 for gathering further evidences. From the search, many possessions obtained from crime were found.
This case resulted from the Government Lottery Office filing its complaint to the DSI for investigating and finding offenders, since the group of criminals produced documents by illegally using the emblem of the Government Lottery Office and the Director’s name for cheating and defrauding the public and by presenting false statements claiming to give fixed winning numbers from the Government Lottery Office for the next drawings in advance and demanding for compensation. This criminal group sent persuasive message to lure the public via online social media by using social media account that is Line Application Account (Line) and Facebook Account (Facebook) causing damage to the Government Lottery Office and the public. The special case inquiry official team investigated, inquired and found evidence indicating the said alleged offender involving himself in crime by using many of social media accounts to cheat the people and to provide them with winning numbers of the next drawing obtained from the Government Lottery Office. The alleged offender demanded compensation from victims. The victims were lured to subscribe as members in line@ account for receiving the foresaid winning numbers and then the alleged offender gave his bank account number for money transfer by the victims as appeared in their chat room. Investigation and inquiry in this case, it was found 9 bank accounts used to cheat the victims with estimated circulating fund of 37 million baht. Moreover, from searching his house the officials seized many possessions related to crime commission comprising a house with land, 5.5 million baht in cash, 33 bank accounts, BMW Z4 car, Honda Forza 350 and Vespa motorcycles, 9 firearms and ammunition, amulets, watches and jewelries, worth more than 20 million baht. Later the alleged offender will be given opportunities to clarify and bring evidence against accusations and prove his innocence subject to procedures of the law before summarizing the inquiry file with case opinions and submitting to the public prosecutor.
The DSI reaffirms its determination to investigate, inquire, prevent and suppress special crimes, especially criminals tricking and causing damage to the public, for providing the justice to the public. The DSI warns the public to be cautious of the foresaid scam. If the public have information, clues or doubt about being swindled, you can check the aforesaid from bank account numbers via www.dis.go.th and inform the Department of Special Investigation of information to No. 128 Moo. 3 Changewattana Road, Lak Si District, Bangkok or its Call Center 1202 (Free Called national-wide). So the special case inquiry official team will gather evidence and proceed further legal action.
