On Wednesday 15 February 2023 at 13.30 hours, a Board of Special Case (BSC) meeting no. 1/2566 was convened at Command Building 1, Government House. The first BSC meeting to be held in 2023, the event was chaired by Deputy Prime Minister Mr. Wissanu Krea-ngam and attended by 22 high-level board members, including Permanent Secretary for Justice Ms. Phongsaward Guyaroonsuith and Acting DSI Director-General and BSC Secretary Police Major Suriya Singhakamol.
The key outcomes of the meeting are as follows:
1. Acknowledging the Cabinet Resolution on 9 August 2022, appointing Ms Prapa Puranachote as expert member (finance and banking) of the BSC to fill a vacancy in the BSC membership
2. Approving in principle the issuance of Notification of the Board of Special Case (No. …), B.E. … Prescribing the Nature of Crime Regarded as Special Case under Section 21 Paragraph One (1) of the Special Case Investigation Act, B.E. 2547 (2004) to include additional criminal offences under the following 6 laws: law on food, law on drugs, law on cosmetics, anti-child pornography law, anti-usury law and anti-narcotic law.
3. Agreeing to propose the Cabinet to issue a Ministerial Regulation Prescribing Additional Special Cases under section 21 paragraph one (1) of the Special Case Investigation Act, B.E. 2547 (2004) to include as Special Case offences additional criminal offences under the following 3 laws: law on digital asset business, law on derivatives and law on herbal products.
4. Resolving that the following 3 criminal cases are to be investigated as special case under section 21 paragraph one (2) of the Special Case Investigation Act, B.E. 2547 (2004):
Case 1 – Members of the public in Bueng Kan Province were deceived into concluding hire-purchase contracts for motorcycles
Case 2 – Department of National Parks, Wildlife and Plant Conservation requested DSI to investigate an alleged encroachment of Sirinat National Park, Phuket Province
Case 3- Economic Crime Suppression Division requested DSI to take legal actions against Asia Plantation Capital Holdings Co.,Ltd. and accomplices for public fraud and offences under the Emergency Decree on Borrowings which are Regarded as Public Cheating and Fraud, B.E. 2527 (1984)
