On Thursday, March 4, 2021, the Director-General Pol.Lt.Col. Korrawat Panprapakorn, his Deputy Director-General Pol.Lt.Col. Prakorn Sucheevakun overseeing the Bureau of Regional Operation, and Mr. Mahesak Punsanga, the Director of the said Bureau, assigned Mr. Chayapon Saithawee, the Head of Southern Border Provinces Operation Center of the DSI and his officials to visit the area for field work about the accusation that the issuance of title documents nearby the project named “Chana-the city model of industrial estate of the future” in Chana District, Songkhla Province of the TPI Polene Power Public Company Limited overlapped over 100 rai of agricultural land used by the inhabitants, and other matters.
This case, the locals in Chana District, Songkhla Province submitted their complaint to the DSI that the said TPI Polene Power made a request for the issuance of a title deed in the land having the certificate of utilization N.S.3 K which overlapped agricultural land possessed and used by inhabitants. The local blocked the cadastral survey for the issuance of the said title deed in the stage of adjudication to check land boundaries with reasons that they have possessed the said land all along. Some people take possession of the land from their ancestors, while some take possession from previous possessors by purchase. They have possessed each plot of land for more than a decade. The said issuance of title deeds is subject to the process prescribed in the Land Code. However, the inspection revealed additional facts likely to believe that there are trespasses on public land and mangrove forest areas over 1,000 rai. For some plots, the title document overlapping over 700 rai of the mangrove forest area was issued due to the action of a group of capitalists as the mastermind. The said land is in the area of the project called “Chana-the city model of industrial estate of the future” covering the areas in Taling Chan Subdistrict, Na Thap Subdistrict, and Sakom Subdistrict, Chana District, Songkhla Province.
The above case might be the offence under the Land Code and the Forestry Law regarded as the criminal offence pursuant to the Laws Provided in the Annex Attached to the Special Case Investigation Act, B.E. 2547 (2004) and its amendment, and the Notification of the Board of Special Case (No.7) B.E. 2562 (2019), on Determination of the Nature of Crime Regarded as the Special Case Under Section 21 paragraph one (1) of the Special Case Investigation Act, B.E. 2547 (2004).
The Bureau of Regional Operation’s Southern Border Provinces Operation Center will collect related information and evidence, before submitting to the Director-General for consideration to order the Center to investigate this case subject to Section 23/1 paragraph one (1) of the Special Case Investigation Act, B.E. 2547 (2004) and its amendment, if the offence is found to have been committed.
